Energy Savings through Community First Partnership
Woburn has been selected to participate in the 2025–2027 Community First Partnership (CFP) through the Mass Save program.
Through this initiative, the City will work with local Mass Save Sponsors Eversource Energy and National Grid to deliver energy efficiency programs and incentives to residents, small businesses, houses of worship, and nonprofit organizations. Special outreach will focus on:
- Renters and landlords
- Residents with limited English proficiency
- Low- to moderate-income households
- Small businesses and community organizations
Special offers for Designated Equity Communities:
- Woburn residents qualify for 100% off weatherization upgrades
- In addition, Woburn rental properties and landlords may also qualify for no-cost heat pumps and 100% off health and safety barrier remediation

Energy Advocate Support
Woburn’s Planning Department supports residents and property owners who want to make their homes and buildings more energy efficient, comfortable, and safe. Improving energy efficiency and transitioning away from fossil-fuel heating systems can:
- Reduce energy use and monthly costs
- Improve indoor comfort
- Enhance indoor air quality
Support is available at any stage of the process, from early planning through project implementation. Woburn’s Energy Advocate can assist both renters and property owners with:
- Signing up for a no-cost Home Energy Assessment
- Reviewing Home Energy Assessment reports and upgrade recommendations
- Identifying weatherization and electrification improvements
- Applying for Mass Save rebates and incentives
- Accessing 0% financing through the HEAT Loan
- Understanding utility bills
- Signing up for Woburn Community Electricity
- Determining eligibility for discounted utility rates
- Connecting to other community resources

There are a number of state and federal programs, as well as utility companies, that provide energy bill assistance. We are happy to help walk you through available programs and connect you with the right resources. Discounted Utility Rates: Income-eligible households may qualify for discounted electric or natural gas rates through

Payment Assistance Programs: Additional assistance programs to help pay residential energy bills include arrearage management plans, payment plans through utilities, and energy bill checkups (EBCUs).
Woburn Community Electricity
Woburn Community Electricity is the City’s municipal electricity aggregation program. The program provides residents and businesses with competitive electricity supply rates and options for renewable energy content, while maintaining the same utility delivery service and reliability.
