Active Employee Benefits 

Active City employees may utilize the links and documents below for further information on their benefits. The City’s Human Resources Department is available to answer any questions pertaining to benefits. Benefits for the city unionized employees are negotiated as a part of labor contracts between the City of Woburn and the specific unionized groups. Other, non-unionized employees, receive benefits which are more completely covered by the city ordinances.

Contributory Health Insurance

The City offers active employees health insurance through Blue Cross Blue Shield. Employees can choose to enroll in the HMO or Indemnity plans. The City pays 75% of HMO premiums, employees pay 25%. The City pays 60% of Indemnity premiums, employees pay 40%.  See below for rate sheets, enrollment form, and benefit plan information.

Dental Insurance

The City offers active employees dental insurance coverage through Blue Cross Blue Shield. The plans offered are group plans and are 100% employee paid. See below for links to plan information, plan comparison, rate sheets and enrollment forms.

Vision Insurance

The City offers active employees vision insurance through Blue Cross Blue Shield. The plan offered is a group plan and Employees pay 100% of the premium under group rates. See below for links to plan information, rate sheets, and enrollment forms.

Contributory basic term life insurance

The City offers active employees Life Insurance through Boston Mutual.  Employees must enroll in the Basic Life Insurance plan to enroll in voluntary or optional plans.  The Basic Life Insurance plan is as $5,000 policy, the City pays 50% of the Basic Life Insurance plan. Additionally, employees may purchase at group term rates additional optional life insurance policies and pay 100% of optional coverage.

Disability Insurance

The City offers employees voluntary benefits through Colonial Disability Insurance including Accident, Disability and Critical Illness, click here to view their offerings.

IRS 457 Deferred Compensation

City employees are eligible to contribute to deferred compensation plans offered through SMART Plan. Employees can enroll and make changes to their contributions at any time, an open enrollment period is not required. Click here to schedule an appointment with the SMART Plan Retirement Advisor.

Additional Employee Benefits 

Paid vacation

  • Up to five weeks per year dependent on years of service and for union employees, dependent on negotiated terms of the labor contract

Paid Personal Days

  • Two per year unless labor contract provides different terms.

Paid bereavement days

  • Number of days dependent on the relationship of the employee to the deceased person.

Earned sick leave

  • Each employee earns one and one-quarter sick days per month up to fifteen days per year.
  • Sick days may be used only for legitimate sickness and/or injury and may be accumulated, if not used.
  • The labor contracts for union employees and city ordinances for non-union employees provide more complete information on sick leave.

Comprehensive Employee Assistance Program (EAP)

This provides emergency counseling and referral services for a number of problems and issues which employees sometimes face, including:

  • Substance abuse
  • Marital and other family issues
  • Crisis counseling
  • Child care referrals
  • Elder care referrals
  • Legal service referrals, etc.
