Woburn Housing Production Plan

The City of Woburn’s updated Housing Production Plan (HPP) has been officially approved by the Massachusetts Executive Office of Housing and Livable Communities (EOHLC). The plan became effective on August 4, 2026 and will guide the City’s housing planning efforts through August 2031.

The approval marks the completion of an extensive planning process that included community engagement, public meetings and review and adoption by both the Woburn Planning Board and City Council. The updated plan identifies Woburn’s housing needs, establishes goals for future housing production and provides strategies to help the City accommodate new housing while responding to local priorities.

Woburn worked with JM Goldson Community Preservation + Planning to prepare the plan. The project was partially funded through a planning grant from the Massachusetts Executive Office of Energy and Environmental Affairs.
