FIREARMS LICENSING

 

To apply for a Firearms Identification Card (FID) or License to Carry (LTC)  and/or RENEW you must EMAIL Julie Kalivas at jkalivas@woburnpd.com once you have all the required paperwork to schedule an appointment.  Keep in mind appointments are booked on a Tuesday or Friday between 9:00am -11:00 am.

All firearms license applications require an appointment so that data may be electronically entered into the Massachusetts Instant Records Check System (MICRS). Link to application is below.

 

Update 7/14/2022:

IF YOU ARE REQUESTING A RESTRICTION CHANGE WITH THE NEW LAW CHANGE PLEASE EMAIL JKALIVAS@WOBURNPD.COM THE FOLLOWING:

  1. A REQUEST IN WRITING FOR A CHANGE IN RESTRICTION
  2. YOUR NAME
  3. YOUR CURRENT LTC#
  4. YOUR CURRENT ADDRESS

Once we receive your request, we will contact the Firearms Record Bureau, change your restriction and will mail your new card to you. 

As would be expected, the Woburn Police Department, and the Commonwealth are currently experiencing an overwhelming number of requests for Restriction Removals.  Please, DO NOT contact the Woburn Police Department regarding the status of your request.  Each request is being processed immediately and will be completed in the order in which they have been received.  Thank you for your cooperation in this matter. 

 

 

If this is the first time you are applying for a License to Carry Firearms (LTC) you will need to EMAIL, the following:

  1. Your MA driver’s license.
  2. A copy of your Massachusetts approved firearms-training safety course certificate.
    If you have completed a BFS course prior to April 2, 2026, your certificate of completion will be accepted and processed, even if your application is submitted after April 2, 2026. The same holds true if you applied but have yet to be processed (i.e. received a decision to issue a license or denied). The new course requirements are only applicable to applicants who take a BFS course after April 2, 2026. Please note, the additional training components discussed herein are the same topics required for anyone who obtained their first FID/LTC after August 1, 2024 and prior to April 2, 2026.
  3. Two (2) letters of reference from anyone other than a Woburn Police Officer.
    Letters of reference from 2 persons who are either known to or otherwise found satisfactory by this Department. Each letter should be addressed to Chief Brian McManus, Woburn Police Department, 25 Harrison Avenue, Woburn, MA  01801 and be given to the applicant to EMAIL with the whole packet. In addition to general reference information regarding the applicant, each letter shall state that the applicant is of sound mind and character and is believed by this reference to have demonstrated responsibility for the safe possession of a firearm.  Each reference must state how long they have known the applicant and the specific basis for their opinion that the applicant is responsible and of sound mind.  Each reference must also indicate their willingness to be interviewed by the licensing authority.  Name, Address, Phone Number and Signature must also be on the letter so we can contact the reference.
  4. A completed application for an LTC.

 

 At the time of the appointment you will need to BRING: A NON-REFUNDABLE check or money order (made payable to the City of Woburn) in amount of $100.00 for the application fee.

FID RESTRICTED (MACE OR OTHER INCAPACITATING SPRAYS)

  1.  To purchase or possess self-defense spray under the age of 18
  2. Need SS#; Fingerprints done; $25 check/money order; no safety course

     

 

To RENEW your License to Carry Firearms or Firearms Identification Card you will need to EMAIL  jkalivas@woburnpd.com for an appointment three months prior to the expiration of your current firearms license and you will need to EMAIL the following:   
(Note: If you received a LTC or FID after 8/1/2024 you will need a Live Fire safety certification when applying for renewal) 

  1. Your driver’s license.
  2. Your current LTC and/or FID
  3. A completed MASSACHUSETTS RESIDENT LTC/FID/MACHINE GUN APPLICATION

If you have a LTC or FID license BEFORE 8/1/2024  you are exempt from the LIVE FIRE requirement upon renewal per CHAPTER 140 SECTION 131P.

At the time of the appointment you will need to BRING: A NON-REFUNDABLE check or money order (made payable to the City of Woburn) in amount of $100.00 for the application fee.

FID under 18 is $25 dollars and requires a letter of permission from a parent or a guardian.

IMPORTANT:. You may need to check your SPAM folder for a response from the Woburn Police.  
Some emails may block state and local email addresses, treating them as advertisement (spam).
