The following is the Notice of Meeting and, at the time of posting, a listing of topics that the President reasonably anticipates will be discussed at the Regular Meeting of the City Council on Tuesday, October 17, 2023, at 6:00 p.m. in the City Council Chambers, Woburn City Hall, 10 Common Street, Woburn. The order of the matters may be amended at the meeting.

  3. Communications from His Honor the Mayor:
    1. Order appropriating $1,000,000 for the Green Street Playground and authorizing Mayor and Treasurer to borrow money.
    2. Order authorizing the City to file and accept grants from the Executive Office of Energy and Environmental Affairs, for the Land and Water Conservation Fund Grant Program for Green Street Playground.
  4. New Petitions:
    1. Lord Hobo for a Special Event Permit to allow a road race starting at 5 Draper Street and along area streets on October 28, 2023.
    2. North Suburban YMCA for Special Event Permit for Annual 5K Road Race at Horn Pond and area streets on November 5, 2023.
    3. Petitions for renewal of First Class Motor Vehicles Sales License by the following:  C.N. Wood Enviro, LLC, 200 Merrimac Street; and Woburn Foreign Motors, Inc., 394 Washington Street.

    7. Pulte Homes of New England LLC request for minor modification to previously issued special permit be amended to include a plant entitled “Water Line & PRV Exhibit A” dated August 24, 2023, at Hill Street.
    8. Seaver Properties LLC request for minor modification to previously issued special permit to amend Condition (2)(f) to allow for the petitioner to provide a Street Permit Bond for the intersection of Merrimac Street and School Street, at 7 Dexter Avenue.

    1. Woburn Water Department, for a special permit under WZO Section 5.1(79) for the construction and upgrade to the Horn Pond Water Treatment Plant, at 5 Cove Street.
    2. National Grid for a grant of right in a way to install approximately 60 feet of 4-inch, plastic gas main in Grape Street to connect to an existing main in Albany Street.
    3. NStar Electric Company, d/b/a Eversource Energy for grant of right in a way to install approximately 574 feet of conduit form Pole 625/1, east of Forest Park Road, to end of Thomas Street.
    4. NStar Electric Company, d/b/a Eversource Energy for grant of right in a way to install approximately 14 feet of conduit north easterly from pole 282/25 in Beach Street to Continental Court.
    5. NStar Electric Company, d/b/a Eversource Energy for grant of right in a way to install approximately 100 feet of conduit from pole 28/1 at 64 Beach Street to Loker Lane and to install approximately 474 feet of conduit northerly from Maple Avenue to the end of Loker Lane.
    6. NStar Electric Company, d/b/a Eversource Energy for grant of right in a way to install a new J/o pole 583/11a approximately 174 feet from Arrow Drive on Wildwood Avenue.
    7. IV5 60 Olympia Ave LLC for a new inflammable license for above ground – Ten (10) 32 1/2 lb propane gas tanks, one (1) 100 lb acetelyne, one (1) 100 lb oxygen, one (1) 10,000 gallon storage tank containing 10,000 gallons of diesel fuel, and two (2) 500 gallon waste oil tanks above ground, at 60 Olympia Avenue.
    8. James T. Wall, Trustee, for a special permit under WZO Section 5.5(56) to allow for nine foot garage doors, at 145 Russell Street.
    9. JFSO Realty of Massachusetts LLC for a special permit pursuant to Sections 5.1(69), 7.3, 8.3.1, and 15 of the WZO, to allow for: (1) the extension and alteration of the existing nonconforming structures at 78 and 80 Winn Street to create one building; (2) the extension and alteration of structures within the Groundwater Protection District; (3) the parking of vehicles in eleven spaces on adjacent lot 84 Winn Street; and (4) the continued use of all existing nonconforming spaces, at 76-84 Winn Street.     10. Autoworx Inc., for a special permit under WZO Section 5.1(44) and to amend a previously issued special permit dated May 27, 2021 to remove Condition No. 2 to allow for a spray booth, at 921 Main Street.
    11. Treetop Home LLC for a special permit pursuant to Section 7.3 of the WZO, to allow for the alteration of a preexisting nonconforming structure to raze an existing four-family and replace with four-family, at 5 Bennett Street.
    12. Aaron Equipment & Supply LLC for a special permit pursuant to Section 5.1(57b) of the WZO, to allow overnight parking for four vehicles and a four yard dumpster, at 271 Salem Street, Unit M.
    13. 288 MISHRD LLC c/o Tim Casey for a special permit under Section 7.3 of the WZO to allow for the renovation of an existing nonconforming building and reconfiguration of the rear parking area, at 288 Mishawum Road.
    14. CCF New Boston Property Company LLC for special permits pursuant to Sections 8.2.5 and 8.3.1 of the WZO, to allow for: (1) a reduction in the number of parking spaces from 342 to 262 for the proposed Life Science Use; and (2) the parking of 34 of the 262 vehicles on an adjacent lot at 225 Merrimac Street, at 216 New Boston Street. CCF New Boston Property Company LLC for special permits pursuant to Sections 7.3, 5.1(69), 8.2.5, and 8.3.1 of the WZO, to allow for: (1) continued use of existing non-conforming 88 parking spaces; (2) a reduction in the number of parking spaces from 442 to 335 for the proposed Life Science Use; and (3) the parking of 34 vehicles from 216 New Boston Street, at 225 Merrimac Street.     16. JDC Realty Trust petition to amend Section 10 Cluster Development of the WZO by revising Section 10.2.1, 10.4.2, 10.4.6 (preexisting, nonconforming lots), and 10.4.10 (minimum lot size), and adding new Section 10.4.11 (to allow for up to four units).
    17. President Concannon, per request of the Mayor, to amend WZO Title 26, Solar Photovoltaic Systems, Section 26.2 and revising WZO Section 5.1(87) to allow roof-mounted solar energy systems in the O-S zoning district.
