Meeting Agenda

The following is the Notice of Meeting and, at the time of posting, a listing of topics that the President reasonably anticipates will be discussed at the Regular Meeting of the City Council on Tuesday, December 5, 2023, at 6:30 p.m. in the City Council Chambers, Woburn City Hall, 10 Common Street, Woburn. The order of the matters may be amended at the meeting.

1. Roll Call.
2. Reading of Previous Meetings Journal.
3. Communications from His Honor the Mayor:

A. Order to amend Title 3, Section 3-25 (E) of the Woburn Municipal Code, to increase the Senior Citizen Property Tax Work Off Program from $1,500.00 to $2,000.00.
B. Order that the amount of $800,000.00 be transferred from Stabilization Fund Acct# 704059-596600 to Stabilization SPED Fund Acct# 704249-497600.
C. Order that the amount of $345,000.00 be transferred from Stabilization Fund Acct#704059-596100 to School Security Motorola Radios Acct# 0112158-589382.
D. Order that the amount of $400,000.00 be transferred from Stabilization Fund Acct# 704059-596100 to School Security Door Locks Acct# 0112158-589381.
E. Order to amend Title 2, Acticle III, Section 2-12 (A) of the Woburn Municipal Code, by deleting Mayor, Clerical Assistance and replace with Assistant to the Mayor for Community Outreach.
F. Order to amend Title 2, Article XXVIII, Section 2-180 of the Woburn Municipal Code, by establishing the base salary of the Assistant to the Mayor for Community Outreach.
G. Order that the amount of $37,500.00 be transferred from Mayor Salary Adjustment Acct#0112151-511019 to Mayor Salary Acct#0112151-511000.

4. New Petitions:

A. Petitions for renewal of First Class Motor Vehicles Sales License by the following: Gordon Colonial Inc, 201 Cambridge Road; Northeast Tree Inc., 62 Holton Street.
B. 5. Public Hearings:

A. NStar Electric Company, d/b/a Eversource Energy for grant of right in a way to install approximately 574 feet of conduit form Pole 625/1, east of Forest Park Road, to end of Thomas Street.
B. President Concannon, per request of the Mayor, to amend WZO Title 26, Solar Photovoltaic Systems, Section 26.2 and revising WZO Section 5.1(87) to allow roof-mounted solar energy systems in the O-S zoning district.
C. Chick-fil-A, Inc. for a special permit to allow for the following pursuant to the WZO: (1) fast food restaurant pursuant to Section 5.1(29); (2) alteration of the existing nonconforming structure to allow for a new structure as shown on Site Plan pursuant to Section 7.3; and (3) parking requirements to be met on a separate lot, as shown on Site Plan pursuant to Section 8.3.1, at 17 Commerce Way
D. Sun Tree Estates, LLC for a special permit under Sections 5.1(12) and 8.3.1 of the WZO to allow for a child care center and shared parking with adjacent premise, at 205 and 213 Cambridge Road.
