Meeting Agenda

The following is the Notice of Meeting and, at the time of posting, a listing of topics that the President reasonably anticipates will be discussed at the Regular Meeting of the City Council on Tuesday, December 19, 2023, at 6:00 p.m. in the City Council Chambers, Woburn City Hall, 10 Common Street, Woburn. The order of the matters may be amended at the meeting.

1. Roll Call.
2. Reading of Previous Meetings Journal.
3. Communications from His Honor the Mayor:

A. Order authorizing the City to accept eligible grant share funds provided by Transportation Network Company Division of Department of Public Utilities in the amount of $33,530.30.
B. Order authorizing the City to accept eligible grant share of funds provided by The Community Compact Cabinet’s Information Technology in the amount of $105,000.00.
C. Order authorizing the City to accept eligible grant share of funds provided under an earmark from State Rep Haggerty, approved in the Acts of 2023 Chapter 28 in the amount of $100,000.00.
D. Order to transfer the sum of $37,500.00 from Mayor Salary Adjustment Account to Mayor Salary Account.
E. Order to transfer the sum of $400,000.00 from Unreserved Fund Balance Account to School Security Door Locks Account.
F. Order to transfer the sum of $345,000.00 from Unreserved Fund Balance Account to School Security Motorola Radios Account.
G. Order to transfer the sum of $800,000.00 from Unreserved Fund Balance Account to Stabilization Sped Fund Account.

4. New Petitions:

A. Petitions for renewal of Second Class Motor Vehicles Sales Licenses by the following: Central Automotive, 275 Salem Street.
B. Fairfield Woburn Limited Partnership for a new inflammable license for 7,056 gallons of Class 1A gasoline fuel, stored in vehicle gas tanks, at 316 New Boston Street.
C. NSTAR Electric Company d/b/a Eversource Energy for grant of location to install one new joint owned pole, 591/25A, approximately 110 feet south of pole 591/26, on Commerce Way.
D. Madison Woburn Holding, LLC for a Modification to special permit under Section 5.1(20a), Section 5.1(29) and Section 5.1 note 16 to allow for a fast food restaurant, and for an amended site plan for previously issued special permit at 369 Washington Street.

5. Public Hearings:

A. NStar Electric Company, d/b/a Eversource Energy for grant of location to install on new joint owned pole, 612/4A, approximately 478 feet west of Commerce Way, and one new hip guy, approximately 37 feet east of pole 612/5, on Atlantic Avenue.
B. PDC Renol/LV/PHSX LPIV, LLC for a special permit pursuant to Sections 5.1(45) and 12.2.4 of the WZO, to allow for: (1) the sale or rental of automobiles, trucks, truck trailers, and motorcycles including accessory repair and storage facilities; and (2) construction of a new building approximately 50,500 square feet in gross floor area, at 399 Washington Street. C. Highland at Vale Condominium for a new inflammable license for 640 gallons of Class 1A gasoline fuel, stored in vehicle gas tanks, at Building #1, 2 Stratton Drive.
D. Highland at Vale Condominium for a new inflammable license for 640 gallons of Class 1A gasoline fuel, stored in vehicle gas tanks, at Building #2, 4 Stratton Drive.
E. Highland at Vale Condominium for a new inflammable license for 800 gallons of Class 1A gasoline fuel, stored in vehicle gas tanks, at Building #3, 6 Stratton Drive.
F. NSTAR Electric Company d/b/a Eversource Energy for grant of location to install one new joint owned pole, approximately 116’ feet across from private property Pole 591/25A, on Commerce Way. [Request to withdraw filed]
G. Chick-fil-A, Inc. for a special permit to allow for the following pursuant to the WZO: (1) fast food restaurant pursuant to Section 5.1(29); (2) alteration of the existing nonconforming structure to allow for a new structure as shown on Site Plan pursuant to Section 7.3; and (3) parking requirements to be met on a separate lot, as shown on Site Plan pursuant to Section 8.3.1, at 17 Commerce Way. 7. Committee Reports:

A. Order to amend Title 3, Section 3-25(E) of the Woburn Municipal Code, to increase the Senior Citizen Property Tax Work Off Program from $1,500 to $2,000 (OTP)
B. Order to amend Title 2, Article III, Section2-12(A) of the Woburn Municipal Code by deleting Mayor Clerical Assistance and replace with Assistant to the Mayor of Community Outreach (OTP)
C. Order to amend Title 2, Article XXVIII, Section 2-180 of the Woburn Municipal Code, by establishing the base salary of the Assistant to the Mayor for Community Outreach (OTP)
