The following is the Notice of Meeting and, at the time of posting, a listing of topics that the President reasonably anticipates will be discussed at the Regular Meeting of the City Council on Tuesday, March 19, 2024, at 7:00 p.m. in the City Council Chambers, Woburn City Hall, 10 Common Street, Woburn. The order of the matters may be amended at the meeting.

  1. Roll Call.
  2. Reading of Previous Meetings Journal.
  3. Communications from His Honor the Mayor:
    1. Communication requesting Richard A. Benevento of Tighe and Bond present an update on the status of the Downtown Woburn Traffic Improvement Project.
    2. Order transferring $450,000 from Unreserved Fund Balance Acct#01-356000 to Downton Safety Project Acct#0141058-589422 for the Downtown Woburn Traffic Safety Improvement Project.
    3. Communication and order amending Woburn Municipal Code by adding Section 2-12C Assistant to the Mayor/Chief of Staff and Section 2-180 Base Salaries for the new position.
  4. New Petitions:
    1. James L. McKeown Boys & Girls Club of Woburn for a special event permit for a road race and health walk starting at Charles Gardner Lane and along area streets on May 5, 2024.
    2. Woburn Host Lions Club for special event permit for a charity dog walk at Horn Pond and area streets on May 11, 2024 with request for waiver of umbrella liability insurance.
    3. Connoisseurs Products Corp. for a special permit under Sections 5.1(30b), 5.1(40ab), 5.1(42), 7.3, and 12 of the WZO, to allow for the alteration of an existing nonconforming use and building, for the continued use of office, light manufacturing, and warehouse space with parking, by constructing a one story addition, reduction of parking spaces, and increase of loading docks, at 17 Presidential Way.
    4. Garage 42 Degrees, LLC request for minor modification to special permit dated November 7, 2023, by replacing the three (3) month time limit with nine (9) months, at 20 Sonar Drive.
  5. Public Hearings:
    1. NSTAR Electric Company d/b/a Eversource Energy for grant of location to install one new joint owned pole, 591/25A, approximately 110 feet south of pole 591/26, on Commerce Way.
    2. PDC Renol/LV/PHSX LPIV, LLC for a special permit pursuant to Sections 5.1(45) and 12.2.4 of the WZO, to allow for: (1) the sale or rental of automobiles, trucks, truck trailers, and motorcycles including accessory repair and storage facilities; and (2) construction of a new building approximately 50,500 square feet in gross floor area, at 399 Washington Street.     3. Hannaford & Dumas Corporation for a special permit pursuant to Section 5.1(40ab); Section 5.1 (42); Section 5.1 (57b); Section 7.3; Section 8.2.5 and Section 15 to allow construction of a two (2) story addition approximately 6,960 square feet of additional gross floor area, with overnight parking of one (1) box truck with a reduction of parking, at 24-26 Conn Street.
    4. Citizens Bank for a special permit with site plan review under Sections 11.6(10); Section 7.3; Section 13.5 and Section 18.4 for the demolition of a portion of the building, and construction of a new building addition with drive-Up ATM Service, at 1 Commerce Way.
    5. Best Fitness of Woburn, Inc. for a special permit under Sections 5.1(69), 7.3, 13.5, and 15, of the WZO, as well as modification of previously issued special permit, to allow for: (1) health and wellness spa; (2) 671 parking spaces that previously exist; (3) primary wall sign for the health and wellness spa; and (4) revised site plan, at 350 Cambridge Road.
    6. Woburn Planning Board, to amend WZO, to allow murals City Wide in Non-Residential Zoning District by: (1) adding the definition of Mural to Section 2 Definitions; (2) revise the definition of Sign in Section 2 to distinguish between signs & mural; (3) revise Section 5.1 by inserting a new line 78a; (4) revise notes to 5.1, Table of Use Regulations, by adding a new Note 28.
    7. Councilors DiMambro and Mercer-Bruen, to amend WZO, by repealing Section 10, Cluster Development in its entirety and marking Section 10 as reserved for future use.
  6. Unfinished Business from Previous Meetings:
    1. Order amending Woburn Municipal Code Section 2-194(H) Deputy Superintendent of Public Works.
  7. Committee Reports:
    1. Appointment of John Wetzel to Woburn Commission on Disability. (OTP).

  11. Motions, Orders and Resolutions:
    1. Order imposing a restrictive covenant subject to Article 97 of the Massachusetts Constitution on approximately 30,902 square feet of land owned by the City of Woburn, located on Plympton Street, identified on the Assessors Maps as MBLU 42/08/16//.
    2. Resolve for Multiple Sclerosis Awareness.
    3. Resolve regarding Eversource underground transmission line and repaving of streets.
