Meeting Agenda

The following is the Notice of Meeting and, at the time of posting, a listing of topics that the President reasonably anticipates will be discussed at the Regular Meeting of the City Council on Tuesday, April 16, 2024, at 7:00 p.m. in the City Council Chambers, Woburn City Hall, 10 Common Street, Woburn. The order of the matters may be amended at the meeting.

  1. Roll Call.
  2. Reading of Previous Meetings Journal.
  3. Communications from His Honor the Mayor:
    1. Order authorizing Mayor under Woburn Municipal Code Section 2-10 to discuss possible purchase and/or taking of 6 Common Street.
  4. New Petitions:
    1. Woburn Kiwanis for special event permit for a Flag Day Festival at Library Park on June 8, 2024.
    2. Petition for renewal of Livery License for Boston Express Livery Service Inc. at 165 New Boston Street, Suite 275.
    3. Viet Thai Restaurant, Inc. d/b/a Saigon Eatery for a special permit under Sections 5.1(29), 7.3, and 8.2.5 of the WZO, and modification of previous special permit to allow for: Revised site plan; 2. Fast food restaurant; and 3. Modification of parking from 148 spaces to 144 spaces, at 299 Mishawum Road.
    4. 25 Everett Street Realty Trust for a special permit under Sections 5.1(5), and 8.3.3 of the WZO, to allow for: 1. The construction of a mixed use building consisting of commercial space and eight residential units above; and 2. Use of municipal parking facilities to meet parking requirements, at 0 Walnut Street.
  5. Public Hearings:
    1. NSTAR Electric Company d/b/a Eversource Energy for grant of location to install one new joint owned pole, 591/25A, approximately 110 feet south of pole 591/26, on Commerce Way.
    2. Connoisseurs Products Corp. for a special permit under Sections 5.1(30b), 5.1(40ab), 5.1(42), 7.3, and 12 of the WZO, to allow for the alteration of an existing nonconforming use and building, for the continued use of office, light manufacturing, and warehouse space with parking, by constructing a one story addition, reduction of parking spaces, and increase of loading docks, at 17 Presidential Way.
    3. Citizens Bank for a special permit with site plan review under Sections 11.6(10), 7.3, 13.5, and 18.4 for the demolition of a portion of the building, and construction of a new building addition with drive-up ATM Service, at 1 Commerce Way.
    4. Woburn Planning Board, to amend WZO, to allow murals citywide in Non-Residential Zoning District by: (1) adding the definition of Mural to Section 2 Definitions; (2) revise the definition of Sign in Section 2 to distinguish between signs & mural; (3) revise Section 5.1 by inserting a new line 78a; (4) revise notes to 5.1, Table of Use Regulations, by adding a new Note 28.
  6. Unfinished Business from Previous Meetings:  None.
  7. Committee Reports:
    1. Order that the Committee on Personnel take the necessary steps to fill the vacancy in the position of Deputy Superintendent of Public Works – Renny Caroll forwarded to City Council for consideration.
    2. Petitions for renewal of Common Carrier Licenses for the following: Transaction Corporate Shuttles Inc., 5 Wheeling Avenue; and M&L Transit Systems Inc., 60 Olympia Avenue. (OTP)
