The following is the Notice of Meeting and, at the time of posting, a listing of topics that the President reasonably anticipates will be discussed at the Regular Meeting of the City Council on Tuesday, June 18, 2024, at 7:00 p.m. in the City Council Chambers, Woburn City Hall, 10 Common Street, Woburn. The order of the matters may be amended at the meeting.

  1. Roll Call.
  2. Reading of Previous Meetings Journal.
  3. Communications from His Honor the Mayor:
    1. Order authorizing the Mayor to accept deed for Lot 2 Marcy Street.
    2. Order authorizing Mayor to file applications and execute agreements related to Horn Pond Water Treatment Plant PFAS Removal (DWSRF 12538).
    3. Communication and order amending Woburn Zoning Ordinances regarding the State’s MBTA-3A Communities Legislation to include new Section 34 – Non-Age Restricted Multi-Family Housing Overlay District (MBTAOD), as well as amending Section 2 Definitions, Section 6.1, Section 6.2 new note 9.
    4. Communication and order that the Woburn Zoning Map be amended by making ten (10) parcels of land as shown on a plan entitled “Proposed MBTA Non-Age Restricted Multi-Family Overlay District (MBTAOD)” dated June 13, 2024, subject to MBTA Non-Age Restricted Multi-Family Overlay District (MBTAOD).
  4. New Petitions:
    1. Social Capital Inc. for a Special Event Permit for SCI Woburn Horn Pond Summer Concert Series, on July 12th and 28th (rain dates July 19th and August 2nd) and August 9th and 26th (rain dates August 16th and August 30th) at Horn Pond Ice House Park, with request for waiver of umbrella liability insurance.
    2. Woburn Memorial High School Deca Club for a Special Event Permit for a road race at Horn Pond and area streets on August 10, 2024.
    3. Domenico Gallinelli for a Special Permit under Sections 5.1(56), Note 15 of the WZO to allow for the construction of a detached 30 x 40 feet garage, at Grant Street R.
  5. Public Hearings:
    1. NSTAR Electric Company d/b/a Eversource Energy for grant of location to install one new joint owned pole, 591/25A, approximately 110 feet south of pole 591/26, on Commerce Way.
    2. NSTAR Electric Company d/b/a Eversource Energy for grant of location to install approximately 5 feet of conduit northwesterly from Pole 228/10, at the intersection of Richard Circle, on Washington Street.
    3. Bombay Baking LLC for a modification of previously issued Special Permit dated January 8, 2004 to allow for replacement of Starbucks Coffee Corp. as petitioner, and special permit under Section 5.1(29), and Section 5.1 Note 16, of the WZO, to allow for fast food restaurant, at 350 Washington Street aka 204 West Cummings Park.
    4. Teresa’s Closet petition for new Secondhand Dealers and Secondhand Collectors License, at 164 Main Street.
    5. Viet Thai Restaurant, Inc. d/b/a Saigon Eatery for a special permit under Sections 5.1(29), 7.3, and 8.2.5 of the WZO, and modification of previous special permit to allow for: Revised site plan; 2. Fast food restaurant; and 3. Modification of parking from 148 spaces to 144 spaces, at 299 Mishawum Road.
    6. Citizens Bank for a special permit with site plan review under Sections 11.6(10), 7.3, 13.5, and 18.4 of the WZO, for the demolition of a portion of the building, and construction of a new building addition with drive-up ATM Service, at 1 Commerce Way.
  6. Unfinished Business from Previous Meetings:  None.
  7. Committee Reports:
    1. Order that the sum of $750,000.00 be transferred from Overlay Reserve Acct# 01-322000 to OPEB Trust Fund Acct# 750048-483011. (OTP)
    2. Capital Budget FY 2025 – Order that the sum of $4,530,020.85 be transferred from Unreserved Fund Balance Acct# 01-356000 to Various Capital Projects. (OTP)
    3. Order that the sum of $10,000.00 be transferred from Mayor’s Salary Adj Acct# 0112151-511019 to Library Salary Acct# 0161051-511000. (OTP)
    4. Order that the sum of $12,000.00 be transferred from Workers Compensation Acct# 0198051-517100 to Census Postage Acct# 0116254-534402. (OTP)
    5. Order to revoke Opioid Settlement Stabilization Fund and place in a Special Revenue Fund. (OTP)
    6. Order amending the WMC by deleting and replacing in its entirety Title 13, Public Services. (OTP)
