Meeting Agenda

The following is the Notice of Meeting and, at the time of posting, a listing of topics that the President reasonably anticipates will be discussed at the Regular Meeting of the City Council on Tuesday, July 16, 2024, at 7:00 p.m. in the City Council Chambers, Woburn City Hall, 10 Common Street, Woburn. The order of the matters may be amended at the meeting.

  1. Roll Call.
  2. Reading of Previous Meetings Journal.
  3. Communications from His Honor the Mayor:
    1. Order appropriating $1,098,960 for the Hurld Park Project and authorizing Mayor and Treasurer to borrow money.
    2. Order authorizing the City to file and accept grants from the Executive Office of Energy and Environmental Affairs, for the PARC Program for the construction of the Hurld Park Playground.
  4. New Petitions:
    1. Saheli for a Special Event Permit for a Domestic Violence Awareness Walk at Horn Pond and area streets on October 19, 2024, with request for waiver of umbrella liability insurance.
    2. Petition for new Livery License for Amine71 Limousine, Corp at 112 Main Street.
    3. Campbell & Main Street LLC for a special permit under Section 5.1.5, Section 8.3.3, and Section 12.2, of the WZO, to allow for: six residential dwelling units above the first story in a commercial structure; and 2. parking within the municipal parking lot, at 477 Main Street.
    4. 335 Washington Street Holdings LLC for a special permit under Section 5.1(69) and Section 7.3, of the WZO, as well as modification of previously issued special permit, to allow for Child Care Center, at 335 Washington Street.
    5. Costigan Realty LLC for a special permit under Section 5.1(44), Section 5.1(45), and Section 15.6(C), of the WZO, to allow for: 1. the sale of used automobiles; 2. Automobile detail shop in connection with auto sales, at 7 Harrison Avenue, and related transfer of Second Class Motor Vehicles Sales Licenses for E&C Auto Brokers LLC from 505 Main Street.
    6. 317 NB Development, LLC for a proposed zoning amendment to Section 5.2.1.4 of the WZO to include language regarding New Boston Street Bridge permanent easements and allowing such access easements to be deemed conforming for legal frontage and legal access.
    7. Woburn Madison Holdings, LLC for a proposed zoning amendment to the WZO as follows: Section 2 definition of Mixed Use Hotel/Restaurant to include “or more contiguous development lots”; and 2. Section 6 and Section 6.1 Notes to Table of Dimensional Regulations to add footnote 6(iii) “Woburn Landing i.e., the parcel of land located ate 369 Washington Street containing a Mixed Use Hotel/Restaurant Use.”
  5. Public Hearings:
    1. Teresa’s Closet petition for new Secondhand Dealers and Secondhand Collectors License, at 164 Main Street. (OTP)
    2. Bombay Baking LLC for a modification of previously issued Special Permit dated January 8, 2004 to allow for replacement of Starbucks Coffee Corp. as petitioner, and special permit under Section 5.1(29), and Section 5.1 Note 16, of the WZO, to allow for fast food restaurant, at 350 Washington Street aka 204 West Cummings Park. (Back for Action)
    3. Domenico Gallinelli for a special permit under Sections 5.1(56), Note 15 of the WZO to allow for the construction of a detached 30 x 40 feet garage, at Grant Street R.
    4. Hannaford & Dumas Corporation for a special permit pursuant to Section 5.1(40ab); Section 5.1 (42); Section 5.1 (57b); Section 7.3; Section 8.2.5 and Section 15 to allow construction of a two (2) story addition approximately 6,960 square feet of additional gross floor area, with overnight parking of one (1) box truck with a reduction of parking, at 24-26 Conn Street.
    5. 25 Everett Street Realty Trust for a special permit under Sections 5.1(5), and 8.3.3 of the WZO, to allow for: 1. The construction of a mixed use building consisting of commercial space and eight residential units above; and 2. Use of municipal parking facilities to meet parking requirements, at 0 Walnut Street.

    1. Order authorizing Mayor to file applications and execute agreements related to Horn Pond Water Treatment Plant PFAS Removal (DWSRF 12538). (OTP)
