The following is the Notice of Meeting and, at the time of posting, a listing of topics that the President reasonably anticipates will be discussed at the Regular Meeting of the City Council on Tuesday, June 3, 2025, at 7:00 p.m. in the City Council Chambers, Woburn City Hall, 10 Common Street, Woburn. The order of the matters may be amended at the meeting.

  1. Roll Call.
  2. Reading of Previous Meetings Journal.
  3. Communications from His Honor the Mayor:
    1. Presentation of the FY 2026 Capital Budget.
    2. Order that the sum of $118,000.00 be appropriated from Cemetery Interest Fund to various Cemetery Accounts for FY2026.
    3. Order that $103,599.40 be transferred from Unreserved Fund Balance Acct# 01-356000 to Parks Sick Leave Buy Back Acct# 0163051-515400.
    4. Order that $150,000.00 be transferred from Unreserved Fund Balance Acct# 01-356000 to Medicare Match Acct# 0198051-517600.
    5. Order that $750,000.00 be transferred from Overlay Reserve Acct# 01-322000 to OPEB Trust Fund Acct# 750048-483011.
  4. New Petitions:
    1. Woburn Memorial High School Deca Club for a special event permit for a road race at Horn Pond and area streets on August 9, 2025.
  5. Public Hearings:
    1. Tesla, Inc. for a special permit under WZO Section 5.1(56) to install three Tesla supercharger cabinets, 12 Tesla charge posts, one utility transformer, one 1600A, 277/480V switchgear, one utility pole, two light poles, two waste bins, and all associated underground conduit routing and site work, at 425 Washington Street.
    2. Woburn Housing Authority a special permit under WZO Section 7.3 to allow for the construction over an existing apartment building for an elevator on a nonconforming lot, at 1 Library Place.
    3. LJB Badminton Club, LLC for a special permit under WZO Section 5.1(17b) to allow for approximately 13,660 sq. ft. expansion of an indoor sports facility for a total of approximately 21,745 sq. ft., at 78 Olympia Avenue.
    4. Councilor Demers et. al. proposed zoning amendments to amend: (1) Section 2, definition of Outdoor Dining; (2) Section 2, definition of Restaurant, Fast Food; (3) Section 5.1(29) by adding “Note 29”; and (4) Notes to 5.1 Table of Use Regulations by adding new Note 29 related to Restaurant, Fast Food and outdoor dining.
