Alderman Gately called the meeting to order pursuant to Rule 3 of the Rules and Orders of the City Council. Motion made and 2nd to elect Alderman Gately to serve as President, Pre Tem of the City Council – ROLL CALL: Anderson – Yes, DiTucci – Yes, Drapeau – Yes, Gaffney – Yes, Haggerty – Yes, Mercer-Bruen – Yes, Raymond – Yes, Denaro – Absent, Gately – Yes, Motion Passes.

Pursuant to Title III, Section 12 of the Charter of the City of Woburn, His Honor the Mayor called a special meeting of the City Council to be held in the City Council Chambers, Woburn City Hall, 10 Common Street, Woburn on Wednesday, December 4, 2013 at 6:30 p.m. for a second reading and action on financial matters pending in Committee on Finance and for any other matter relating to tax classification or financial matters.

The President recognized Mayor Galvin. Mayor Galvin stated that he requests the City Council act on the matters so that the city will be in position to submit to the Department of Revenue next week with tax bills being mailed shortly thereafter, that some the $165,500.00 for Auditor Salary and the $60,000.00 for the Election Accounts can now come from free cash, and that the residential tax bill will be 3¢ less and the commercial/industrial/personal property will be 7¢ less than the rates estimated at the tax classification hearing. Motion made and 2nd to take the matters collectively, 8 in favor, 0 opposed, 1 absent (Denaro absent).

On the Order to appropriate $165,500.00 to Auditor Salary Acct, committee report was received “ought to pass and that the monies come from ‘Free Cash’.” Motion made and 2nd that the COMMITTEE REPORT be ADOPTED, 8 in favor, 0 opposed, 1 absent (Denaro absent).

Order to appropriate $60,000.00 to Election Workers, Voting Machine Repair and Election
Printing Accts for special state election, committee report was received “ought to pass and that the monies come from ‘Free Cash’.” Motion made and 2nd that the COMMITTEE REPORT be ADOPTED, 8 in favor, 0 opposed, 1 absent (Denaro absent).
